		<description>Linda, you have to get his attention before he gets to the point of dragging you. You can learn to read his body language and signals so it never gets to the point of a full out chase. Having an obedient dog depends on you setting your dog up for success by presenting appropriate situations wherein he can stay focused on you. 
It sounds like he is a smart dog who can learn, and you are clearly a committed owner, so I know you guys can do this. You could even bring in a trainer if you are getting frustrated.
